The escalating war in West Asia has forced the Indian government to take preemptive measures to shield citizens from global energy shocks. Tensions reached a boiling point after the February 28 military actions involving Israel, the US, and Iran. This geopolitical instability immediately threatened international maritime trade routes and global crude supply chains. To prevent any cascading effects on Indian households, the Centre invoked the sweeping powers of the Essential Commodities Act, 1955. Effective March 2026, these regulations create a firewall around India’s domestic cooking gas supply.

By invoking clauses 3 and 5 of the historic legislation, the Ministry of Petroleum and Natural Gas has legally bound oil refiners to a strict production mandate. Refineries must now maximize their Liquefied Petroleum Gas output. The government has explicitly banned the diversion of crucial raw materials, specifically propane and butane streams, toward the manufacturing of petrochemical products or other downstream derivatives.

This means industrial profit margins take a backseat. Public sector Oil Marketing Companies (OMCs)—including Indian Oil Corporation (IOCL), Hindustan Petroleum (HPCL), and Bharat Petroleum (BPCL)—are now mandated to supply their procured cooking gas exclusively to domestic households.

How the 25-Day Booking Rule Stops Hoarding

Panic buying often accompanies news of global conflicts. To counter artificial shortages and illegal stockpiling, the government introduced a mandatory 25-day cooling-off period for fresh cylinder bookings. Consumers cannot book a refill before 25 days have passed since their previous delivery. This mechanism ensures equitable distribution across the country and prevents black marketing by distributors or bulk buyers. The restriction keeps the supply chain flowing smoothly, ensuring that every household receives its fair share of cooking fuel without delay.

Understanding the 1955 Legislation and 2020 Amendments

The Essential Commodities Act is a central law designed to maintain the delivery of critical goods during extreme crises. Historically, it has been used to control food prices and prevent the hoarding of agricultural produce. The Indian Parliament amended the Act in 2020, significantly restricting the Centre’s authority to regulate items like cereals, pulses, and edible oils only to extraordinary situations—such as war, severe famine, or natural calamities. Since that amendment, the government has invoked the ECA five times. The current geopolitical crisis easily meets the threshold of an extraordinary situation, justifying the sudden enforcement on petroleum products.

New Natural Gas Priorities: PNG, CNG, and Fertilizers

Beyond cooking cylinders, the government is also securing the broader natural gas ecosystem. A newly introduced Natural Gas (Supply Regulation) Order, 2026, establishes a strict hierarchy for gas allocation. The domestic Piped Natural Gas (PNG) network and Compressed Natural Gas (CNG) for transport hold the top priority. Furthermore, fertilizer plants receive guaranteed gas allocations. This crucial step ensures that the agricultural sector remains unaffected by the West Asian conflict, safeguarding India’s upcoming sowing seasons and overall food security.
